Samson was a judge and a hero of the Old Testament who became famous for his exploits in fighting the Philistines.

This relief depicts Samson during his last feat when he, being a prisoner bound in chains, stood between two pillars that supported the roof of the Philistine temple, leaned his hands against the pillars and crashed them down killing himself along with enemies.
Ivan Korzhev's relief is a modern reinterpretation of the biblical story, as evidenced by the non-canonical, modern image of Samson, image of pillar-columns, and a dollar sign in the name of the hero.
